Any Malaysian, irrespective of their background, would have come across ‘Little Napoleons’ in the course of conducting business or dealing with civil servants in government ministries, departments or agencies.
The term Little Napoleon refers to “a person working in the Malaysian government, who despite his lowly position, throws his or her weight around, and usurps the authority of their superior officers overruling their instructions and doing as they please.”
Since the evolution of Little Napoleons in the civil service, they have joined forces with the deep state operatives to dictate their own terms and conditions to Malaysians disregarding the official directives and instructions of higher officials.
This has therefore led to a dilemma for the Malaysian government leaders in wanting to implement changes and reforms in the country, which was the platform of promise used to come to power in Putrajaya.
Both Little Napoleons and deep state operatives are a stumbling block to changes and reforms, as they resist strongly in carrying out orders of those who are responsible for formulating the necessary changes and reforms.
This is why the election manifesto of the governing political parties cannot come to pass and are nullified by the Little Napoleons and deep state operatives, who are no longer little and whom the leaders in power must not underestimate.
