The Ministry of Finance (MOF) has dismissed claims that a general application process exists for increasing the subsidy quota under the Budi Madani RON95 (Budi95) scheme, describing such assertions as inaccurate and unfounded.
In a statement, the ministry clarified that a supplementary application feature introduced during the early phase of the programme was never intended for personal use. Instead, it was designed exclusively for specific cases involving verified operational needs.
According to MOF, these include groups such as e-hailing drivers and boat operators, subject to strict eligibility criteria and validation requirements.
“The feature was not meant to facilitate individual requests for additional quota, but rather to accommodate selected cases with clear operational demands,” the statement read.
However, the ministry noted that the function had been widely misunderstood as an open channel for users to request higher fuel allocations. As a result of this misinterpretation, the application option has since been disabled.
MOF reaffirmed that the government will maintain the current Budi95 eligibility limit at 200 litres per month, a measure aimed at ensuring that subsidies remain targeted towards the majority while safeguarding fuel supply stability.
It added that the decision also reflects ongoing pressures in the global energy market, which have driven up subsidy costs and necessitated more prudent fiscal management.
“Current data indicates that the 200-litre monthly allocation sufficiently meets the needs of approximately 90 per cent of Budi95 users,” the ministry said.
At the subsidised rate of RM1.99 per litre, recipients can obtain fuel worth up to RM398 monthly, with the government bearing an estimated subsidy cost of around RM500 per beneficiary.
Previously, reports suggested that some vehicle owners viewed the 200-litre cap as insufficient, prompting a surge in submissions through a form believed to be for requesting additional quota.
Observations on social media also revealed that users had been sharing their experiences filling out the form, which was accessible via the official Budi Madani RON95 website.
