The Ministry of Health (MOH) has introduced the ‘Suka Sama Suka’ Transfer System (P3S), a new initiative aimed at streamlining the staff placement transfer process, reducing bureaucracy, and safeguarding the welfare of healthcare personnel.

According to MOH, the first phase of P3S will begin on October 1, involving the nursing scheme under the Nursing Division. Applications can be submitted online via the official portal at https://p3s.moh.gov.my with eligibility requirements and guidelines also available on the site.

Previously, officer transfers were handled manually and often took a long time due to the high volume of applications, which sometimes led individuals to resort to unofficial channels.

With P3S, transfer matching is expected to be faster, more transparent, and systematic without affecting existing approval regulations. Responsibility Centres (PTJ) will only need to verify officer eligibility, while new placement letters will be automatically generated once a match is confirmed.

Officers involved must report simultaneously to their new placements on the official effective date. After implementation for the nursing scheme, MOH plans to expand the system in phases starting in 2026, covering medical officers, assistant medical officers, dental officers, pharmacists, and assistant pharmacists.

“P3S reflects MOH’s commitment to safeguarding healthcare workers’ welfare, enhancing transparency, and strengthening administrative efficiency,” it said in a statement today.
