The long-delayed Kuala Lumpur Local Plan 2040 (PTKL2040) is set to take off and will be a major overhaul in development planning for the national capital and it will be structured, inclusive and human-centric.
PTKL2040, which came into effect on June 11, 2025, will serve as the main guide for the physical infrastructure development of the city of Kuala Lumpur over the next 15 years and will focus on the needs of the B40 and M40groups.
PTKL2040 is to focus on several key aspects, namely land use planning control, development intensity, control over activities on each land lot, infrastructure planning, environmental conservation and improving the quality of life of city dwellers.
Policies outlined in the Kuala Lumpur Structure Plan 2040 (PSKL2040) will be incorporated in line with the provisions of the Federal Territories (Planning) Act 1982, and the comprehensive involvement of the participation of communities.
Malaysian Prime Minister, Datuk Seri Anwar Ibrahim, in unveiling the plans stated that the government was not moving in a vacuum or constructing a new Kuala Lumpur but working with the existing structures and constraints.
He added that these plans were actually about building a new image within the old framework and although KL was designed with a planned infrastructure, over time, it is faced with disorganisation especially with haphazard development.
