According to eye-witnesses, the Kampar District council shot dead four stray dogs and captured another 24 dogs near Taman Kampar Barat recently and this inhumane act has caused an uproar among animal lovers.
In a statement to the media, Persatuan Pencinta Haiwan Jalanan Kampar said that the dogs that were killed were harmless and friendly.
The association followed the blood trail to a nearby field and recognized the strays they had neutered.
They claimed that neutered and stray dogs are not aggressive and to the best of their knowledge local councils were not allowed to shoot dogs and this policy has not changed.
When contacted by the Kampar MCA , the district council staff explained that the enforcement officers shot the dogs in self-defence when they were faced with a large pack of dogs.
According to Section 30 (1) of the Animal Welfare Act 2015 those who shoot dogs can be fined up to RM100,000 although there were exceptions such as if the dogs carried diseases.
